I think what's going on with singing stems from a different parameter. The motor act of 'speaking' is simplified when a person who stutters sings. The melody and words are already there and don't need to be generated as you communicate. Also, the voicing component of speaking is much greater when you sing (compared to talking). Other things simplify speaking and improve fluency, like whispering... where you don't need to turn your voice on and off for voiced./voiceless sounds as you talk.
