You're not wrong. He has the vibe. I think the thing that makes you feel like that is that he utterly dedicated himself to one single ideal and it was to be the absolute best he could be. Because this was his sole focus he neglected a lot of other things, and was inherently selfish. He was amazingly competent at everything that he did because of his dedication to excellence, but it led him to be less kind to people than he could have been, and in the case of Meruem he simply could not allow himself to feel any pity or remorse because he was fighting for the survival of all of humanity. Even though the ant king was slowly becoming more human Netero couldn't allow him to reach his potential. You view him as a villain because essentially the coolest thing he ever did was kill a child.
We don't know about power of Gon's father. He knew many secrets and things of that world, that told to Gon in the last series. There are a chance, that he strongest.

And I guess the strongest human was Maha zoldik's late father who once took a journey in the dark continent along with netro, and some most powerful people but, only a few survived that journey through hell. HxH is so mysterious, wow
