You are absolutely right and biological weapons are banned from use on civilians and why they label them things like non lethal and less than lethal rather than what they are. How do you define Evil when they are conducting these research and development to broaden our military capabilities and superiority to have the upper hand in international affairs to prevent war overseas but it is an act of war and tyranny on the men, women and children of every country and continent on this godforsaken Earth.
