I was told by a current IJF judge that you can use it, but since it is a very defensive move you need to follow up with attacking judo. If you just break of your opponent's grip like that multiple times, but make no attempt to attack, then you will get a shido. A good rule of thumbs is probably to not use this move more often than once a minute. However, I think it depends a lot on the judge.

I don't see why not. Any type of grip breaking can grant you a shido if you do it too much.
