I my view 1- Depends on weather and care (proper watering). Usually it will get set in few days if you water it properly. 2- Monsoon season is best for grass laying. 3-Here in Pakistan Korean grass is best. Dont know about Mexican grass.

You can. You have to cut the grass mat into 10×10 cubes and lay it equally.

May have been infected with some fungus. Spray fungicide before onset of flowering
