I think being able to see a word in a language you're learning and identify the dialect and know where that dialect is spoken is very very different to being "good" at speaking the standardized dialect. Didn't Germany some years back do an orthography reform where they simplified the ß into ss in all/most words? I vaguely recall hearing about that.
