I was thinking that too, but then you'd have to add more complication in determining the relative strengths of the chords, because for example if the current chord is A, then playing a D wouldn't be the weakest choice to play, especially in jazz where pretty much any note can be good in the right circumstances. I agree that I would have liked a bit more thematic ordering, but I can't think of a way to do that such that it would be both thematically correct and not overly complicated or needlessly confusing to non-musicians.
I may be the only one but this game reminds me of UNO in some way. In fact if this game had 4 colours instead of 5 one could use an UNO deck to play it with.

When theme interferes with mechanics, always go with mechanics. That's a valuable games design lesson.

Scoring is not unique, coloretto has something really similar. But it is definitely an interesting scoring system.
