I would say the rectifier has gone short and put a higher voltage into the signal but I wouldn't put another Westinghouse hybrid bell on there I would probably put a WCH M-bell up there see if that gets messed up.
It originally had a Westinghouse Hybrid Bell in the early 2000's, but was replaced with a WCH Mechanical Bell sometime around 2006/07. It lasted until 2011 when it was replaced with a Safetran Type 3. The Type 3 died in 2017 and was replaced with the Westinghouse Hybrid which died about a year later. The Hybrid was then standing but not operating for many months until it was eventually replaced with the current Type 3 with the shorter base. The current Type 3 has actually deteriorated even more since I shot this video and now has audio glitches where the bell occasionally skips and cuts out at random.
Interesting video! Perhaps they should try installing a new WCH m-bell or a recycled teardrop if available, it would be madness to keep using Safetran type 3's when they obviously aren't suitable for this crossing. Perhaps this signal just hates e-bells lol.

I think I know the issue. I was playing around with my Safetran Type 3 and I noticed that on a lower voltage, it sounded scratchy. I think the voltage is too low.
It is a real shame. It's even sadder when you realize the poor Hybrid was basically murdered by the crossing. I think the control relays are sending too much current to the bells which is what's killing them. How many bells are they going to go through before V/Line and ARTC realize there's a major problem? At least the Hybrid lasted a long time with the faulty crossing.

I say not enough voltage is going to the bell. I own a Invensys E-Bell and it makes this sound if I put it on low voltage.

If the previous bells and the current bell is doing that, it’s probably time to replace the whole crossing.
They need to replace that entire signal if it's causing the bell to die or get sick
