Arms race includes cops, however, they are more of an obstacle for the players that need to be passed. Alıng the road, multiple roadblocks and helicopters spawn and interrupt the leading racer(s), possibly messing up their race and slowing them down to some degree while also opening up these obstacles for the players at the back. This is how the competition rmeains in the race, so the leader racers dont have a guaranteed win if they get ahead.
