Unless you have significant training in how to diagnose psychopathy, consider avoiding the use of such terms. It diminishes our understanding from a clinical perspective. Also consider the fact that omitting clinical terms doesn't leave the well dry. There are still dozens of great words to use to describe this person.
@@zenithofcourse5369 well its not the average citizen for sure, we elected people to make logical and realistic decisions for us and we do that to stop the crazies from tearing it all down. However I do not think the average citizen wants some one with a badge and gun abusing other citizens and the authority we entrust them with and that is the problem. The police, police themselves with IA, which should be separate from local agencies, personally I think the reporting standards when a officer uses force or deadly force, is pitiful and non-existent in most departments, if the public isn't allowed to see these issues, than the public (citizens) are being manipulated by police agencies, the courts and politicians.
It happens everywhere. When enough evil ppl come together horrible things happen and it becomes an inescapable tsunami of carnage and destruction. Prostesters protesting justified shootings also takes away funding and makes everything 100x worse
I feel like when we describe it in terms like "protecting their ego", it monumentally softens what should be considered totally egregious and 100% unacceptable.
Trusting the cops can be a fatal mistake - Not just marginalized communities but everyone. If the cop who shot Nathan was a civilian he'd be in prison for life.
You don’t approach a pit bull with a happy attitude. Every breath and every move must be made with extreme caution. The situation can go south at any time.
It was an intentional miss ..someone trained in arms doesnt miss 10 times .....in a case like this .....how many people do you know or have heard of that survives 10 bullets shot at them .....none or extremely rare cases ....so it was an intentional miss on the part of the policeman shooting at his target
Was the police dept that desperate for an officer that they hired him even with his back ground and offences? Like what the heck. Dude doesn’t need to be in a position of authority as he doesn’t have respect for it. Something is seriously wrong with him and giving him a gun and a badge was the worst thing they could have done.
An officer who arrested me wrote false statements in the police report and stole two pieces of my jewelry. I filled a complaint with internal affairs. The next time I was arrested the arresting officer no longer removed your jewelry and all jewelry is removed now on intake.
All law enforcement should be required to carry liability insurance like doctors and Healthcare professionals. When civil lawsuits settlements are paid out it's not the taxpayers responsibility but insurance companies. Police officers with histories of disciplinary action and civil suits will result in high insurance premiums and eventually will be priced out of policing.
I agree, if found to be in the wrong any compensation should be take from the police officer themselves, and they should be forced to pay back any costs ie court and solicitors
I was a correctional officer and ert member at a Winnipeg jail for 13 yrs. I have to say this is a law enforcement issue system wide. When I made a complaint about inappropriate use of force, which was witnessed by upper management and several officers, I was told to take the high road and the issue was never investigated. After this, I was alienated by the majority of my coworkers and my workplace became unbearable. This was one of hundreds of incidents I witnessed where inappropriate use of force was employed. At what point do the ones in uniform become the criminals? There’s such a code in corrections to justify these kind of acts. The investigating powers never once found officers liable for their actions. I saw things that disgusted me, so much so that I left my job. I felt like I was white knuckling my way through every shift. I don’t know to what end this will ever resolve itself, but the system is screaming for an overhaul.
100% agree. Anyone who sees a police interaction should immediately start livestreaming it. Perhaps the cop can grab the phone, but if there are multiple livestreams he can't stop it. The public needs to start shining a light on all the dirty cops. Expose them all over the internet, make every video of every bad cop go viral and protest in the street until the police chief fires that bad cop.
That cop is a psycho, and the fact that the judge just dismissed the threat outright should mean the judge should be removed from his post. This guy should get millions for what was done.
The worst feeling ever is to see those you you pay a percentage of your hard work beat you up and disrespect and humiliate you under the umbrella of the law.
@K 360 not every cop is bad, virtually every cop protects their colleagues. Cops who dare to testify/investigate against other cops get treated really badly by the PD.
One of the elements that wasn't covered in this story is those violent, raging control freaks are often the most cruel to their own family. I've met good police who go home and are good family members however I've experienced the dark side of the badge. The spouses and children are often their most abused victims. And who can they run to for help? Where can they go to hide?
I've told women nor to date or marry law enforcement , I've also told men not to date or marry law enforcement as well , no one listens I give up, I can't help people who won't help themselves ..
Your absolutely right. When I retired from the army almost all the people I then hung out with were law enforcement. One of them was an alcoholic and very violent with his wife and 2 kids. He used to brag about all the complaints and lawsuits against him that he had beaten.
I love it when they say, "We have conducted a thorough investigation into ourselves and we have found ourselves not guilty." Or they say, "We have hired an outside, highly respected firm to conduct an internal audit of our systems." Then you look at it a bit deeper and find the outside firm is a group of retired police officers.
Lol. Internal Affairs is usually retired police, or cops that had to quit due to medical leave or cops that are too old etc. So when ppl go to Internal Affairs they think they're talking to ppl that will get to the bottom of the issue but really IA is trying to bury the case, or they try to find out info to help the cops out, like try to see what evidence you have against the cop, see where you live or work and list goes on
Word up. It’s pathetic. What next- let brain surgeons operate on themselves? Rapists investigated by chomps? WTF is wrong with these clowns,do they not live on the same planet as us or something? SMH!🤪

Nathan Parker is still a police officer in 2022. He just punched in a drivers side window in another road rage incident in 2022. His charges for the 2018 shooting were stayed. I do not understand why that police department keeps this horrible cop!!
I was going to comment the same thing. I bet Nathan is incredibly jealous of him and takes every available opportunity to insult him. Every stinging insult is how Nathan really feels about himself.
The witness said I don't feel served or protected with a crazy guy like that being a cop. Smdh at my job u got one time and you're terminated but he gets 55 chances

Good job! Do me a favor…. When you get a chance to let yourself kno that I’m glad you came to a swift conclusion before you got yourself down about something you know your not known for doing! Great job YOU.
The mistake in your statement is that you investigated yourself. Cops never investigate themselves, its another cop who does it. "I was investigated one time by another human being, but since we both fall into the same group, I was let off" Thats more like it.
What a great production. Really digs in and attempts to get answers to serious questions. I'm in the U.S. and so much of this case hits home. A couple of quotes stand out: "...In the U.S. they don't have very good accountability systems..." Boy, is that ever an understatement. But, why not? What can we do in the U.S. to fix this problem? In another comment, "We do not govern the police, the police govern us." This is the definition of a broken system, and we as citizens pay the price. Shameful and frightening.
Many of these civil cases against officers are kept secret by the victims being forced to sign non discloser documents. Perhaps we need all these cases being public knowledge for better accountability.
@@junkman8742 I agree. This limits the discussion about what may matter to people . It also conveys the message that the viewers cannot be trusted to have a civilized discussion.

I experienced police assaults twice in the 70s. Once as a teenager and once as a young man at about 19 years old. Some police have always misbehaved. The problem has always been accountability. Nothing has changed in Fifty years. I don't expect change will happen in the next Fifty years.
I sold Mr.Plato (man that was grabbed by ears/head) a phone a few years ago. He was an extremely nice person. At the end of the probably spending close to an hour with him, the subject of police came up. The way he told the story you could tell (7 years after it had happened) how it affected him.
That's Post Tramatic Stress you're describing especially if it was 7 years since the event. He obviously feared for his life at the time. It may be part or the whole reason why he did not ultimately pursue charges against such an obviously psychopathic Cop.
The disciplinary action (or lack of) the Niagara Police Force took against Parker reveals the level of corruption of senior management, as well as their utter failure to protect citizens and fellow officers. It's all a facade when they claim they are doing an internal investigation.
As a former Peace Officer I've seen my fair share of cops who use excessive force, drink and drive and lies in Cort. The problem is that if you say something you are made an example and place a bullseye on your back by experiencing harrassment treats bullying intimidation tactics lack of opportunities and at the end quitting your job due to all of the above. That's why now I keep my cell phone ready and will record every encounter I see a member of the public vs cops.
Well ... any other job except the entire Ontario Public Service ;-) ... Attorney General of Ontario is another very problematic area - rife with internal corruption and no oversight agency. They oversee everyone else lol. No coincidence they have the highest rate of harassment and bullying complaints after Police - only reason its not equal is because Attorney General can suppress things from going public and issue a gag order on the Media from any further reporting if something slips out. Look up Ontario Attorney General bullying / and the “secret” Turn The Ship Around report - 3rd party bullying investigation that they refused to act on or allow anyone else to see. Cesspool.
And in prison, same goes for the united states. Still cop's. So if any of them cops want to ban together and take over a city the city would be fix because they can't have guns? Or can they in Canada? because if not , that would suck .
Phil Parker is an amazing man. Honest. Truthful. Insightful. He knew the score with his brother. The fact that he has spoken the truth makes me worry that his brother Nathan may take revenge on him. We need more men like Phil Parker in Canada - not afraid to speak the truth.
That interview is disgusting - threatening the victim with dangerous driving. Blatant coercion to drop the complaint. If you are right never back down. After all they had the phone call from a witness.
16:43 High school bullies. These are the kind of people Plato thought were best suited to being police, guards, muscle. That's one reason I don't think much of Plato.

I liked the interview with the brother who was on point and concise in evaluating his brother and how the system is failing. When he said the police chief should stand up and take charge, what he's missing is the politics in play within the dept's. Usually to get to the position of chief they become the best politician with police skills.. In my opinion judging by the photo of Nathan Parker buffed out from training, there could have a been an underlying substance abuse issue i.e. steroids. The fault of the shooting lands squarely on the leadership within the dept however. Charges should have been layed on those that did nothing to remove Nathan Parker sooner and negligently allowed this to happen.
This way going forward leaders Will take decisions about their officers underneath them more carefully knowing that they could be prosecuted for their crimes. a way to send waves of change throughout the world.
When an institution protects someone likes this it's clear that the institution is corrupt to the core. The legal term for the behaviour police engaged in is accessory after the fact.
Your comment deserves more attention. I would like to add that if an institution that is meant to serve and protect its citizens is corrupt, it is most likely captured and serving corrupt politicians in that city.
The "brotherhood" mentality is coming from the fact that they can killing or saving each other by cooperating or not helping to each other. That mentality is nurturing the mentality of favoritism.

Many people in the Niagara region will recognize the man in the police video being interviewed, Mr. Plato. He is a stand up man, hard working, gentle nature, family man. I never knew this had occurred and am sorry he had to go through this. Knowing Mr. Plato, it is unfortunate the police tried to shift the blame to him.
It's sad he dropped the charges. But these cops are literally lunatics. We only saw what was on video. So I can only imagine what they said to him in the parking lot. Smh. He probably was threatened outright and probably feared for his family's safety
@@jamesbroomfield7799 He was threatened outright in the interview. He was told that he would be charged with dangerous driving if he went ahead. That would be his livelihood gone. The threat was thinly veiled, but it was there and obvious.
I love how actual charges (assault?) on top of "disciplinary action" against these officers never even seems to be a consideration? Yet, citizens are charged in the blink of an eye, sometimes with real life damaging implications for "questionable" offenses. Really makes my blood boil.
I was so surprised when I heard that women's comment in the beginning of the program. I always thought people leave the big cities and move to smaller areas so they could know who the neighbors/townsfolk are in order to have a closer knit community. My sister suffers from mental illness. A cop once showed up at my mother's apartment after my sister had a mental episode. My mother wanted her to be taken to CAMH because my mother was not able to take her herself. Police showed up and one officer in particular was rude and aggressive towards her. Upon arriving to the hospital the officer began getting physical towards my sister. He thrashed her around. My mother asked him to stop and get help from somone else in order to restrain her. The officer threatened to charge my sister and said he would arrest my mother for interfering. Nurses were near by but turned a blind eye after he took them aside and sweet talked them in private. It was truly unprofessional.
I recall a number of mental health checks resulting in death from this past summer. They were as prominent in the news due to the BLM protests. They clearly aren't trained to deal with someone in a mental health crisis. Even worse if someone like this officer having a discipline problem shows up to their door.
The mentally ill are targeted by police and face discrimination, but it seems mostly only Black Lives Matter. Rather than forming protest groups, people with a mental illness hide. There are news stories about mentally ill cops who are terrified to reveal their illness to police forces.
This must have been difficult for Nathan's brother, Props to him for his own goodness as he seems so well adjusted! Best wishes to all of Nathan's victims! 🥰
I like this hardboiled vibe, the playing devil's advocate, the good pacing and the straight-up showing shade and name dropping the people who declined interviews
Yeah, the name drop at the end was definitely something I applaud. While you can't get all the information of an open case, the people who won't speak to you is very telling. The SIU seems to be merely cosmetic, and the people overseeing the hearings are complicit in any further crimes committed by an officer, if they didn't take the badge and gun from when they had plenty of opportunity. The fact they're still attempting to say that it wasn't his fault when a brother officer put a full ten pieces of lead through him, shows just how terrified that officer was of Nathan Parker, but also reveals an almost childish attempt to play devils advocate. It was common knowledge that once his anger was up, someone was getting a beating. I'm just glad it was a straight up cop with a clean record. Had it been someone else they'd probably be in the can instead of Nathan.
I do have to say I'm pleased with this segment . It's nice to see real reporters do actual reporting . The people in charge of our police policy , training and reprimand should all be charged with gross negligence and complete disregard for public and employee safety for allowing such a person to be anywhere near a badge or a gun .
Every where in the América continent , the police department was created to hunt down run away African slaves and to protect the elite and the politicians. All started with Cristobal Colon. The Police Malevolent Association .

Those are pretty soft penalties for such a bad behavior. It's kinda like saying, we have to do something, but we really don't want to, we'll make it look like we're punishing. The public will eat that up.
The public doesn't eat it up! They can't stand it! But... the public CAN'T do anything about it either, can they? It's just for show, that's it. Nothing more nothing less. If it were left up to the police union, they'd probably get even less harsher punishments. But they have to do something to appease the public, so they give them a slap and that's it... it's just enough to keep the public from losing it and rioting. That's about the only thing that could happen that MIGHT ACTUALLY affect some kind of change.. it's sad really
The red flags couldn't have been more evident. This guy is a time bomb and had to be fired, charged and jailed! Even his own flesh and blood is defending these victim's and that of Officer Donavan. How corruptness in this case is allowed to continue just amps up any trust in the Police disciplinary actions which is nothing!
Oh they've been caught, but the union protects them . That and qualified immunity! They hide under that veil like vampires from the sun. The people in charge of our police policy , training and reprimand should all be charged with gross negligence and complete disregard for public and employee safety for allowing such a person to be anywhere near a badge or a gun .
police hire vets right out of military
They have a very powerful union. They're basically like an improved version of the mafia.
Bingo, the mob simply controls the state apparatuses
Every where in the América continent , the police department was created to hunt down run away African slaves and to protect the elite and the politicians. All started with Cristobal Colon.
The Police Malevolent Association .
"the largest street-gang in the world"
Not improved just legal with a joke for oversight
The Mob actually has its own union The Teamsters lol
Excellent reporting and interviews.
*The brother at the end of this ("...this time he picked a victim who knew how to defend himself.") is the best defense witness they could have prayed for! If he says that in front of a jury, the outcome of the trial is a done deal.*
Thank you Fifth Estate I have enjoyed your investigative reporting. I am an American and a resident of the state of Michigan. It was the video in the George Floyd murder case that sealed the murder conviction of former Minneapolis police officer Derek Chauvin.
Absolutely! Derek Chauvin was convicted of 3 murder charges. The video filmed by a bysta
The trial was scheduled for November 2020. What happened? No trial yet?
If they even bother to have a trial I would believe it fully weighted against actual justice right from the get go... Just another farce imo
Ya mean a victim who had a badge to go with the gun he had and a legal right to use it in self defense against a cop
@@jasonchenoweth4343 The DUMB public wove their thug cops.
Policing in Canada and police transparency is pathetic
I agree. I question the quality of police education/training.
You think Canadian police are bad? Try moving down south
@@gregmadore6365 Im in St Pete 6 months a year, no problem whatsoever, and no incompetent RCMP trying to perform municipal policing
@@deebee6569 again if you think it's so bad try it somewhere else and you will find out how lucky Candians are lucky to have to police we have
@@gregmadore6365 I guess you haven't been watching
The red flags couldn't have been more evident. This guy is a time bomb and had to be fired, charged and jailed! Even his own flesh and blood is defending these victim's and that of Officer Donavan. How corruptness in this case is allowed to continue just amps up any trust in the Police disciplinary actions which is nothing!
There many many parker's out there working as police officers that just haven't been caught yet..
And will never be
Some of those who work forces...
Oh they've been caught, but the union protects them . That and qualified immunity! They hide under that veil like vampires from the sun. Abolishing that immunity and the union are the only way that anything will EVER change. Until then... all we can do is to stand back and watch. That, and to learn how to protect ourselves, by recording every police interaction and learning and knowing our rights!
@@jasonchenoweth4343 agree!!! You are correct. But I think the main reason we are where we are is because we treat these people like rockstars. They aren't! They are public servants. And should be treated that way.
that is what police departments are for
His Brother is The Real MAN, he should've been a police officer we All could be Proud of !!
His brother said Parker picked the wrong man. He beat and threatened another police officer with a gun, yet they wanted to charge the police officer who had legitimate fear for his life, and who already withstood a beating by Parker, with capitol murder! That seems insane to me.
@@ATLmodK EXACTLY. Those cops are insane and scared to death for him. But if he's in jail, there will always be someone bigger, stronger and much angrier than this dirty cop. Karma will get him.
Great journalism every time. Thank you for all you do for the people of Canada
Why are entertainers, musicians and actors in Canada not held to the same standards. They are not even accountable to the RCMP. When I was a minor, a MAJOR CANADIAN ROCKSTAR grabbed me TWICE ON DIFFERENT OCCASIONS AND KISSED ME ON THE NECK FROM BEHIND. I he pushed me hard enough, and I fell hurting my knee. In a Winnipeg Hotel bar, there are many witnesses. But to this day, he made no restitution to me. It's unfair.
The brother seems like the sweetest man ever. I feel so sad for him to have a monster for a big brother. Family is supposed to support and protect eachother. I know from experience how heartbreaking it is when (Family) the people God literally put on this planet to guide & love us, instead harm and brutalize us. It breaks one's soul and jades our view of the world. I can see this sorrow in the brother's eyes, he's scared & fed-up and rightfully so. To him I say, you are not alone and you have shown a great strength to the world. Thank you for sharing your story ❤️ 🙏
Because none of them follow God's words.
You don't demand respect through violence and intimidation. It's *EARNED* through compassion and understanding--you know, treating others how you want to be treated...*WITH* *RESPECT*. Apparently, treating people this way is an effing CHORE!
thank you :
Well said
" Definition of Terrorism : The use of force/violence and intimidation in the pursuit of political aims. " Who en force the laws/policies/codes/statutes that politicians wrote down on pieces of paper or typed out on a computer screen? If your answer is police/agents/soldiers you are correct
actually the ones who do not earn it are the ones who demand it... the rest already have it .

The Niagara Regional Police is one of the most corrupt police depts in the whole country, maybe the worst in all of Ontario. Never had one good experience with them
They aren’t running a spa, guy.
Nope the Delta, BC police are the worst. Right behind the RCMP.
@Chris Richardson Thank you for you service.
you just blame that particular police department because you live there but actually it is way more wide spread
The problem with SIU is crystal clear when you interviewed those past members of SIU, very clear they're bias is police somehow are not held to standards of other people. They get to skate with blue privilege.
Some Cops: "Bullies with a Badge!"
That's why they end up with that Job
The play ground bullies that grow up to become mercenaries with badges and guns
You meant most cops
Correction MOST cops
congratulation The Fifth Estate! you are so professional in what you do. Please DO NO STOP. This journal investigation are extremely important for social, political, and economic issues we have in Canada.
Nothing humbles like hollowpoints. Smarten up chiefs. No need for guys like this on any police force.
foolishness...'smarten up chiefs'
IF we lose faith in the cops being held accountable? Oh you guys must be talking about Canada. America has lost all faith in police being held accountable. End Qualified immunity.
"oh boy, I'm on the 3rd floor so I can't jump out of the window." 🤣😂
Right 😝
Lol get a window ladder
Lol
That's actually scary, if it's not exaggerated... 😨😕
Rosie, you are sexy af!! 🤤
Sue the union. Go after their collective pension. If they don’t feel comfortable with being each other’s insurance policy, then the person shouldn’t be on the force.
It should also be an union’s scope to ensure police departments train their officers properly, as a service to the members to receive good working conditions. If not done, the union should be held accountable too.
well, you keep pushing the blame deeper but with no correction being made... and you would never consider the immediate solution of vigilantism but rather argue with a snake!
Police force should not even have a union. Union is the reason why there are still bad apples in police department.
A central database is an excellent idea but Not only for cops but also for physicians which are notorious for moving from one state to another after failed or fatal medical backgrounds.
Does no one check references?
You can look up in the College of Physicians and Surgeons.
Great Story! His brother needs witness Protection!🙏🙏🙏🙏🙏
Docked 7 days pay for unnecessary and excessive violence. Tough punishment, indeed. That’ll teach him.
yeah, punishment should include santa not giving him those lead filled gloves he had on order
#steroid rage-that “skinny” guy who bulked up and became a cop.
Looks that way but I'm sure the problem is deeper than that.
The problems were there before any steroids he might have used. His brother says he was afraid of him as a kid, and describes him as vicious when they were growing up. That's a strong statement--one you likely wouldn't make about a normal brother who had only become brutal after he bulked up.
@@anne-droid7739 of course the issue with his anger management were there before however the problem was likely exacerbated by the steroids.

Wouldn't a judge have to determine whether inappropriate behavior had occurred?
Well, once you get a badge and get hired, you've got a job for life. The government has a habit on putting police on a pedestal but overlooking the fact that they are human and capable of having issues and problems like everybody else.
the difference is you give them a gun, bullets and the notion they can play God!
if you and i know that then so does any government... government people also know they have a bad habit...that's the 'bad' part.
