Those are LSOs, or Landing Signal Officers. They ensure the safety of deck personnel on the flight deck as well as the safe recovery of all aircraft, they each have a trigger mechanism. At any given time, one of them can activate their trigger and "wave off" the aircraft. They give calls like Add power, Decrease power, Too high, Too low, et cetera to help direct the aviators to the flight deck along with grading the landings and making sure the deck is clear to land. I don't think the avionics were exhausted as much. If we take a look at the F-16's and F-15's, their avionics change almost every couple years with newer weapons systems, radars, etc, prime examples would be our export versions. But Dick Cheney had more to do with why the Tomcat was retired. He had some beef with Grumman, and some kissing ass with the Super Hornet/ Boeing company. There were already planned upgrades and structural improvements as you mentioned, but couldnt happen because of Dick

The F-14 couldn't accommodate the AIM-120 AMRAAM, they were stuck with the obsolete AIM-7 Sparrow, along with the fact that the Navy had exhausted all other avionics upgrades to the airframe. There was a project by Grumman to drastically upgrade the F-14 to Super Tomcat 21 specifications, however, congress killed the proposal.

EA-6B Prowler, not A-6 Intruder which was phased out many years before the Super Hornet came to the fleet.
