The Whitehouse started construction on October 13th, 1792, completed November 1, 1800. It was burned down by the British during their invasion of D.C in the War of 1812 and was restored after the war. John Adams was the first president to live in it. I think if you managed to put the start of your line from New York to Philidelphia if you went closer to the mouth of the Hudson you could have cut down the grade on that first bridge a bit.

When encounter a long and expansive bridge, you can make it more perpendicular to the river thus shorter to reduce cost.

the platforms cost 100 thousand cause you were creating 2 new ones, in philly and washington, they still cost 50 thousand
