You can, BUT for the ECA I think arranging the transcript before you leave Jamaica (if needed) and having it delivered in Canada is more cost effective, if you opt to have it mailed to you. For the language test, also check cost difference and availability. With no work experience, a person wouldn’t be eligible to enter the pool, so getting the ECA and Language test right now isn’t absolutely necessary. But rememeber the part in the video recommending 4-6 months before the one year experience. Getting approval won’t be based solely on the factors you mentioned. Your application will be reviewed as a whole, alongside the other details you’ve provided. A strong explanation letter on why the career switch could help. And working with a professional.
