i don't think witches can take memories and insert new fake ones unless they literally had the ability to do so prior. They thrive off negative emotions and can manipulate the victims own negative emotions and issues to lead them astray in the labyrinth but not outright memory manipulation. Anything else in the labyrinth is of the witches own memories as well. Homulily has memory manipulation cus Homura's new ability in the new timeline is Memory Manipulation (never outright stated in the show but its listed on wikis), not time travel. Its why she has the bow at the end of the series and at the end of the movie, not her shield. Its Only Time travel in the labyrinth cus Homura still remembered she once had the ability in the new timeline.
