Data is an android who does not have the same limitations of joint flexibility or fatigue that humans do. He also does not need to rehearse anything to learn it. If he does it right once, he can duplicate the same pattern endlessly. It would be more interesting to see him play a wind instrument, since he doesn't normally have to breathe.

The strings only vibrate and the body only resonates the correct pitches and timbres if the bow is properly drawn across it while the fingers are positioned and under appropriate tension. Because Data does none of those things, the violin will not.

Also remember that underneath his skin, he doesn't have the same muscles and ligaments, and can exert force from his touch in directions that would seem unreal to humans. He can probably do Bruce Lee's 'one inch punch' effortlessly, as an example. As I said, far more interesting would to see Data play a wind instrument.

Yeah, its FX. I guess the actual teardrop (you can see it) was not visible enough, so they had to make one in post production. Its a so-so animation to be honest. Not entirely successful.

It's an old actor's trick to put a mild astringent into the eye just before filming. It causes the eye to water (like onion juice).
It's just because Lenard is so still in that shot, makes it look like it's a still of him with a tear composited on.
