I have seen plenty of these, some have a fan, some have solar, some have a spotlight (etc), the version that has a usb socket on, when it’s plugged into the wall actually caused the item being plugged in to be referenced to the mains because of the capacitive dropper supply. In normal supplies there is always a transformer in the circuit giving galvanic isolation.
