I don't think that the complex interconnection of financial interests at such large scale is sustainable by having a single guy sitting on top of the pyramid. Operations at this scale are impossible to be controlled by a single individual.
In fact, at this point in time and with all the hindsight we have achieved, we should not see organized crime anymore with the same mentality as we used to see old school-criminal enterprises that were typically organized under a vertical mafia style hierarchy, where there's a single old guy sitting on top of the food chain, the risk it too big for decision-making to not be spread around horizontally amidst parallel regional interests. Such a complex enterprise cannot be undertaken at this large-scale unless behind it are entities such as govenments and international banks controlling the flow of money and decision making.
That chinese guy is just the face of the operation and he will the be the scapegoat in case things go wrong while the continuation of the enterprise will be maintained without having it collapse when he goes down. That guy might seem to us as someone wielding infinite power but I think he is in the most unfortunate position that one might ever be in such organization.
