Well... Technically you're running windows from ram, when you start up your machine, it loads into the ram so the OS won't feel any slow you know? Of course ram management is more complex and sometimes it needs to free space to load some stuff, but there's a persistent amount of ram being use always and it's due to the OS
Before watching this, I already knew it would end badly, since RAM is volatile - it gets cleared when the computer is turned off. (This is probably the reason why secondary storage exists.)
So what you have to do instead of turning it off is to save the virtual machine state (at least in Virtual Box). Also you could add storage by using some shared folder with the host machine. Though I think it would also work slower since it wouldn't be RAM memory.
I realize this is a joke, but the BIOS is the part of the computer that sets up the operating system each time you turn on your computer. So it would be a completely different kind of computer part at that point.

You could theoretically get some use out of something like this on an always on server that needs really fast RW. Any sane person would just have a seperate partition for it though, really living life on the edge to have the whole system in ram :D

There's one point to improve this even a bit further: @2:12 you create a virtual disk, but you can use the physical disk (i.e. your RAM Drive) directly. This will avoid the unnecessary host file system to guest file system translation and, potentially, will give you a little bit more of boost (and a little bit less of hussle during installation). The only thing here is not to forget to NOT format the RAM drive beforehand, just create a RAM partition and leave it unpartitioned. The guest OS will partiton it on its own, as it needs to create a recovery partition and some other staff.

This could be practical on a server that runs 24/7 anyway so that you could use really fast windows but still have like ubuntu or something on a hard drive
I can very much imagine a future where the host OS only function would be to create a ramdisk and assign it to a level 1 hypervisor which then run the main OS. Shutting down your PC would actually just exit the VM and return to the host OS which wouldn't output any kind of signal to the monitor so it would look like your PC had shut down until you pressed the power button again and the VM would boot up in no time at all. I understand there are issues with this idea, mainly that if there was any kind of accidental power loss or hard crash in the host OS you would instantly lose ALL of your data but it's still a cool concept :)

There's something called i-ram. A kind of hard drive made of RAM. With a battery so you can turn off the computer without losing data.

I can very much imagine a future where the host OS only function would be to create a ramdisk and assign it to a level 1 hypervisor which then run the main OS. Shutting down your PC would actually just exit the VM and return to the host OS which wouldn't output any kind of signal to the monitor so it would look like your PC had shut down until you pressed the power button again and the VM would boot up in no time at all.
I understand there are issues with this idea, mainly that if there was any kind of accidental power loss or hard crash in the host OS you would instantly lose ALL of your data but it's still a cool concept :)
Some people use RAMDisks that back themselves up to permanent storage.
