I would take a well-fitting shirt or sweater from the two year old and measure it from shoulder to shoulder. I can't determine the amount of rows you need to get that width, it depends on the yarn and how tight or loose you crochet. If you choose a thinner yarn and a smaller hook you can make more rows as well. You can also always put the work on the shirt to see if the yoke is already big enough. Hope this helps, good luck!

What is the size to this yoke? Adult or baby?
This is an adult size. You can make it smaller by making less rows.
