I think 1080p upscaled (the video is by a user called MattyGTU). Anyway, It seems resolution doesn't impact, or not too much, on framerate.

It's often possible. I did it with Ace Combat 6, setting it at very bad 480p, but it didn't impact on framerate (better, only a bit).
