I wouldn't be surprised if they think they have it worse than in subsaharan Africa. I'm yet to meet people from a different nation that moan as much as Romanians do.
You must be very blind mister, since most of the area is now walk-able. In case you are too old to remember (or blind to see the video?) all the dirt, closed areas (inaccessible) of the citadel, and the parks full of frogs, crows and lizards.
