I think Odo should of been on the list he can take out an entire room with has shape shifting abilities and his morale compass is always pointing to justice plus he is a part of the best Star trek series.
Missing some of the best sci-fi lawmen... Garibaldi (B5), Odo (DS9), Nolan (Defiance) and Det. Spooner (I, Robot) all deserve to be on this list and any of them could arguably be above Miller in terms of detective skills and above the "badass" law guys too in terms of how proficient they are in combat.

How could you have ever left out GORT? The tall robotic spaceman from "The Day The Earth Stood Still". What many people don't realize unless they watch the movie carefully is that Klatu was not in charge of GORT....GORT was a Galactic Policeman and the fate of earth was solely up to him to decide if mankind should be spared or wiped out. Klatu was simply an ambassador / observer.

A couple others for good measure... *Jet Black,* _Cowboy Bebop:_ An ex-cop who left the force after an arrest went terribly wrong and left him with a dead partner and a prosthetic arm, he is now a bounty hunter, ship owner, and amateur philosopher. *"Flicker" Pelton,* _Warhammer 40K:_ a former officer in the Arbites (they'd get along well with Judge Dredd) who found out political maneuvering would pull him out of a deep cover operation infiltrating an organized crime ring and let the bad guys off scot-free, so he assassinated one of the mobsters, stepped back, and let the rest of them tear each other apart. Honorable Mention: *Leon S. Kennedy,* _Resident Evil 2:_ helped rescue stranded civilians during a zombie uprising, stared down terrifying genetically engineered bioweapons, and secured vital evidence against the corrupt megacorporation that caused the outbreak, which eventually led to its downfall. All on his first day on the force.
Imo, Preston is a good character that got shafted by lazy as fuck writing and infinitely repeating quest mechanics. As in, the two worst implemented parts of fallout 4s crafting and settlement concept. (Radiant quests and bullshit defence mechanics that ignores player built defences)
Preston Garvey was a fine character... but we all ended up hating him because of how they designed aiding other communities along with the frequency that they happened in the game and that they only used him to voice those requests for aid. If those things had been different, the character would have been far better recieved.

I love and find tons of truth in your description of science fiction depicting societies of extremes in a variety of ways often "teetering on the verge of collapse" in order to entertain people whose lives are "otherwise a tad boring." However, I can't help but think of Star Trek (at least the original one) and its depiction of a utopian Earth and humans (supposedly) finding ways to solve all the problems that plague societies like the ones you were describing. Naive? Perhaps, but Gene Roddenberry knew what he was doing with he had this science fiction show commenting on the types of problems that the world in the 1960's (and today) were facing.

Why use that travesty of a movie , the 1995 Dredd, when you could have used the kickass version, the 2012 Dredd? The latter is by far a more accurate representation of the Dredd that you find in the 2000 AD comics; not only is Karl Urban's acting's infinitely better than Sly Stallone's ham, but also the visuals are far more on point (e.g. compare the shiny uniforms of the 1995 crap to the grime of the 2012 masterpiece!). Oh yeah, and like others have said, your intro graphics for Dredd are the graphics from the Agents clips, whoops!
