Trader Riley doesn’t need to be walked back. Also, as long as you have those 10 settlers and a trading emporium, you’re good. Usually she will say I’m confused the first time. Speak to her about the job again and as long as you have those things I mentioned earlier (and one other caveat I’ll mention next) she will show up at your chosen settlement. The BIG caveat and probably the reason people have a hard time getting her is completing the Cannery quest. For some reason the bugs she is known for is related to getting the quest and or completing the quest. Just go right outside after her argument with the guy and recruit her. You can go back in and grab the bobble head and magazine but don’t start the related quest and by all means never complete it or go down to the basement. As long as you do these things she will stay in the game and be just as stable as any other unique trader.
Also for those who don’t know After about 20 or so junk items given to young Shaun he’ll give you a unique laser weapon that’s a reference to FO3 called the Wazer Wifle
My sanctuary is loaded with mostly friendly deathclaws... I recruited the vault tec salesman and my deathclaws ate him the next time I went to sanctuary

I'm in a similar boat. Was a bigger elder scrolls can but loved fo3 and nv. Had fo4 preordered. Played it for about 5 hours when it first came out and was so disappointed I never played again until I watched the show. Thankfully they've ironed out a few issues now ahah it was a hot mess on release.
I assigned a minuteman to a general store i think, and she had all minuteman stuff including hats. Could of been a mod though, but it was apart of a castle quest.
I hope future Fallout games and/or stories do more Vault Tec characters that were just regular employees (and not sociopaths). I really like Vault Tec Rep because he still sounds like he is stuck with pre-war tendencies and feels like he does not belong (through his own feelings and my thoughts about him). He's a very sympathetic npc that I would honestly have as a companion.
Love that mod and a suggestion to help alot its that plant cities planners desks in each of your settlements and dont forget the beacons you get at the end of chapter 1 those are a life saver in survival

You can put him in a store at the counter and he pretty much never leaves....sheffield isn't all that interesting but he's always happy as long as he gets his Nuka Cola. I put him at a restaurant I built at Red Rocket on the second floor. Seems he likes working cuz he never leaves to sleep or take a day off. He's the perfect worker.
Any tips on how to find the scribe? I’ve literally looked for about 2months and can’t get him to spawn. I have every other special vendor except him. And I feel like my save is dodgy because where random encounters should spawn the previous encounter before that is still there/ or nothing will spawn. Or it’ll be the atomatron rust devils instead. Or my game will just crash due to going to spawn points where encounters should spawn. Anyone got any ideas😂

Hey abptu 3 times in fallout 4 when i was in the early game their was a weird encouter were super-mutants or raider would have a random person from Vault-81 searching for food when i saved them they told me about Vault-81 and marked on my map and another weird thigns i found is that almost every time i go to Oberland Station and to a Broadcast Tower their a re sometims 2 men their call henchmen and thye stand their doing nothing at all they only had a some ammo pip pistol and caps on them when i killed them and they had pre war black suits
I'm genuinely curious about Robo-Shaun. Is he going to grow up? Does he learn? If not... What was the point? They talk about Synths not aging and stuff and I don't understand why you would do that. Why would you build a child Synth without the prospect of the Synth growing up? People would notice that, and they'd notice it very quickly, unlike, say, a Synth based on someone in their mid-20s to mid-30s. You might get 10-20 years out of one of those. You'll get 2-3 years, tops, out of a Synth that looks like a 10-year-old. And, if the skin is organic, it's going to age on its own. Maybe not quite the way a human does, which is a whole other can of worms, but Type-3 Synths should visibly age over time.
I recruit anybody with “workshop anywhere” and “menu manager”. Opening the workshop in a random place with an npc you want to recruit is easy. You just select them and send them once you open the workshop. Menu manager is in your inventory as a weapon, equip that and the place your cursor on an npc. You will see an option that says “manage”. use that and choose “send to location” all vanilla settlements are available even if you have not taken over that settlement. Works like a charm. I also use this to change the clothes of npc. They will wear whatever I put on them permanently. Best mods I have
At 16:00 I've got over 2200 hours in fo4 and during all that play time I've ran into the scribe more than a dozen times but there's been a few on this list I've only met once or twice

I'm an elder scrolls fan first. The show got me absolutely addicted to Fallout 4, could not put it down for a solid 3 weeks.

For Rylee you have to let her despawn and meet her again as a random encounter it worked for many other players including me if I remember correctly.

I found The Scribe for the first time ever just a few days ago, I couldn't convince him to work for me but he did trade some of the cool gear with me.

I don't know what device you're running on, but you could try console commands to teleport him to you.
I'm putting sheffield in my Nuka Cola brewery/store. Locked behind many walls and turrets and unable to leave.

You can but it gets buggy with commands sometimes. Like place.atme might bug them out. Stuff like that. But you can definitely try.

I was able to recruit Smiling Larry met him in the pass north of coastal cottage and N.E. of the gunners camped on the overpass.
