Taking my own wild guess and say he's a airship sailor, based on the attire, and now, if The Hexgates were shutdown after the Jinx' terrorist attack, makes him struck and without a job/purpose and drinking his boredom away since he's indirected affected by the confrontation. He could also be a normal sailor, just find his incentive to join the Enforcers to be bigger if he's indirectly affected by the whole thing. I also find it strange as hell when he asks her "Did you lose someone in the attack?" on their first meaning. 1. He's a drunk hobo in Piltover, which is already strange. 2. She's a angry Zaunite, in the middle of the street, Of Piltover. 3. Only The Council got affected by JInx' attack, so I doubt you stumble over someone related to The Council randomly and start bingedrinking with them. Might be overthinking it, but he's mere presence is just odd in the society of Piltover.

I think it is due to the fact that he either saw her leaving the Kiramann house OR that a person getting that drunk on the streets of Piltover is a rare event. So, he assumed that Vi was somehow connected to one of the councilors - maybe a relative, employee or servant that was close to Cassandra Kiramann, Irius Bolbok or the third guy. They are very important people, after all, so it is easy to assume that many would be mourning
Just remember that we don't know which attack he's referring to. It could be the attack on the town square building that killed six Enforcers, the attack on the bridge that killed Marcus (alongside many other Enforcers), or the attack on the council chamber (all of which are Jinx's fault lol). It's also a twist of dramatic irony that he's speaking to the sister of the person who's responsible for all three attacks. The funny thing is that Vi could have answered "Yes" to his question and been correct, since -- even though Jinx is still alive -- Vi technically loses the person of Powder wherever the persona of Jinx engages in terroristic activity. And considering that Vi takes him up on his offer of alcohol, she was indeed answering: "Yes, I did lose someone in the attack," since _his_ response to presumably losing someone in the attack was to consume alcohol as well. What I like about Arcane is its consideration of continuity and consequences. People don't just move on, and large-scale events like the ones mentioned aren't just cool action set-pieces; they have long-lasting consequences on those they affect.
I think he's going to be a positive foil for Vi. There's a common theme of Vi lacking any appreciation for defense, while Loris is characterized by his shield. Even his few scenes have a "brute force" flavor of defense. I think he's going to be what saves Vi from her "pit fighter" phase. If so, we'll probably get some backstory then.

I think looking back on this Loris is actually originally from the undercity or had connections there prior to knowing Vi, since he so easily transitioned to Zaun after act 1. He might be related to Vander (not likely though, but maybe...) but I'm more curious bc they gave Loris a lot of screen time for what all he actually did. The reveal of Loris felt deliberate and mysterious for seemingly no reason, and he got multiple voiced lines, which is odd for just a fill-in character like the fish looking one. And then making a note of him both pretending to sleep and pretending to be completely drunk during Vi's introduction to Maddie, as well as his turning from Cait in episode 3, not to mention his off comment on losing someone in the attack. I feel like there's more to this character than we realize, even if only a small otherwise unremarkable detail that will come into play later, like he is secretly the some of one of the councilors or he knew Powder during Vi's time in prison, SOMETHING! That's a lot of small detail to give just a throwaway character.
Okay, so you're clearly one of the people who came to Arcane without playing league, Welcome! So for starters. Yes Vander is still alive and kicking! My best boy whom I have 700k mastery points is a Chimera named Warwick. Just think big ole werewolf. His original lore was that Warwick was a Zaunite Sheriff who policed the underground but made a deal with singed and got experimented on, when the experiment failed Singed threw his corpse away into the garbage basically and left him to rot, but instead Warwick then came to life with no memory of who he was or what's going on and just follows the blood trails since blood means violence and violence means bad people. He keeps a moral code despite being reduced down to an animal. So why this is important! We know Vander was captured and didn't escape and we saw him hanging from chains but also if you go back to the breakout you can hear a noise that I as a Warwick main. Could recognize anywhere the distinct howl Warwick does when he uses his defensive ability. That was our first clue as to what happened and they kinda just spilled it all by showing Warwick hanging in chains in singed's lab there at the end of current season 2. Some fun details are that the Spike is missing from the chemtank still which the spike drills into Warwick's back and causes him a lot of pain but that's also his defensive ability in league which is interesting and I wonder what they will do with him. I fear that we won't get to see Warwick in action and only him coming to life which is fair enough but if you go back and watch his release trailer which is here on UA-cam you can see how terrifying he is.

my guess is enforcers arent actually treated well or all given accomodations but he just wants to help and be in a place of power where he can, but it does seem like he'll soon resign or something because he doesn't like the way things are going
I think he is simply just a writing tool to show parallels to the childhood relationships the characters had and public opinion of Caitlyn's decent with her becoming more like jinx. I think he will not have much of a role in the future episodes
I feel like Loris was originally supposed to be a traitor. All the signs are there. Him pretending to be a drunk to listen in on the people of Piltover, him listening in on Vi and Maddie, him keeping an eye on Vi in Zaun like Maddie was with Caitlyn in Piltover, etc. But for some reason at the 11th hour they scrapped the idea, but had all his scenes animated already.
Vander is all but confirmed to be coming back, the amount of foreshadowing thats been done at this point makes it near certain. But loris is obviously not a giant unkillable murder dog so clearly hes not vander lol. Best read up on warwicks lore if you want to see the hints, or just watch all the singed after credits scenes from both seasons back to back and it becomes obvious.

Maybe he'll get really badly injured and stranded in Zaun in one of the last episodes, due to other enforcer's incompetence. I know it doesn't matches with Urgot's old lore at all, but Arcane has already change a bunch of champions' origins. But we also don't know anything about Loris, so maybe he was a Noxian like original Urgot is? Just a crazy theory either way, we literally don't know anything about him for now.
I don't see that being the case he would have to be around twenty years younger than her. Also He has a much lighter skintone. None of that is conclusive evidence he is not her son. But if hedid know her I see him being much more of a collegue or protege than a son
