They still conform to the Treaty of Nikea. i.e the only permitted human psykers are Navigators and Astropath. Military psykers were outlawed. The heresy saw this edict quietly forgotten in order to win the war.

Yes, they were created for the Deathwatch role playing game by Fantasy Flight. Hence why "so much artwork exists" yet people don't know about them. Not some mysterious plan as this video seems to allude to but simply not as many people know about FF's 40K games as play 40K.
