What is the purpose of the one-way check valve on the outlet?

If the filter is never replaced and it somehow clogs up, the pressure relief valve should operate thus making an obvious oily mess to indicate the filter needs replacing, would this be correct?
I have a Toyota Prado 3.0 engine.
