This administration thought that by pandering to the world Bank and IMF they would gain global acceptance. In the late 80s Babangida was offered a $2.8 Billion IMF loan facilities but he opted to implement some of the terms ( the infamous structural adjustment program) without accepting the loan. He was a military head of state. Even Buhari resisted the pressure from the World Bank to float the Naira. Both leaders obviously had better advisers. Today you have president who evidently chose his advisers based on ethnicity and favoritism rather than competence. The current CBN governor reportedly ran two Banks aground prior to his current appointment.

There is no other explanation for this except utter incompetence and cluelessness.
