Blower style cards are still around, as someone else mentioned Nvidia doesn't generally allow them on AIB consumer cards. The RTX cards are still blower style and the benefit of them is they are 2 slots so they are easy to stick multiple of them in one system (or you just lose less slots for other expansion cards). That particular card does run hot though so yeah.
Blower style cards are incredibly useful when you have a ton of expansion cards and don’t use a monster case, or in tiny small form factor cases. The reason why nvidia killed them on their GeForce cards is solely so prosumer and workstation users had to buy a quadro

I am also looking for the latest motherboard & components that would support future upgrades for RAM, etc., and if I can install a good GPU on this same budget, that would be great. Please suggest some configurations for both Intel & AMD. It's a request and please reply.
im pretty sure i use a blower card, i have one that looks like a pny 1660 ti, but it's an asus rog 1660 ti (it also has hdmi) it might be why my cpu gets 70c during mid-use, though the gpu stays at 50-80c
I have an rtx 3060 ti 8gb gddr6 with a similar design and boy i do agree its so loud !! But the card doesnt reach that hot temperatures in my opinion !
i had a 1070 with a cooler like this in my old alienware (replaced thank God) and the temps were horrible as well! (high temps also cause of crummy alienware case)

you can remove the stock cooler and tie 1, 2 case fans with zip ties. GPU temp problems no more, it's cheap, and you don't need to repaste.

Doesn't Nvidia cards down their turbo boost clocks once they go above 80c? My 3060ti did that then after a repaste it was back down to 68ish max
dont get me wrong that psu is chill power wise but i feel like a smart thermaltake psu isnt the move for a rtx 3070
You might want to try the bifrost Intel arc card. It's a blower/normal card.

Did an undervolt make any difference? I know it can help out a lot of these blower cards 🥵
