This is similar to other classes which needs cooldowns to really dump the damage. Many classes have tricks like this that only work every 2-3 mins.
This is NOT the best way to play the class but it is one option to turn a 4 v 4 into a 3 v 4 real quick.

bunches of classes can do this. just not all of them can do it from ranged. Infiltration / Deception and Scrapper / Concealment can do this but FROM STEALTH..
this is just an option to remove a player from the board as other classes are going to do something like this to one of your teammates.

Concealment does this in about 5 seconds but cannot do it forever. balance can.
