There are wheelchair service available, you can contact staff at airport for the assistance or you can go direct to wheelchair service counter located in both terminal. 2hr 40mins connecting time is enough. Terminal 1 and Terminal 2 is connecting with very short distance. Normally, I took not over 5 minute walk. Also, Chiang Rai Airport is small and convenience. So, you don't have to worry.
