Hey man! You can't move the kings nor the Bishops Kings because the only two openings in the pawn structure is guarded by a pawn (2 Pawns in this case) On the diagonal. Which basically means it would be an illegal move for both kings to go on said square. The bishops can't move either since if you look at their color, they can never break through the pawn structure. A bishop on a white square will never be on a black square and vice versa. The problem is that the opening square (Where they can break through to the pawn structure) is actually the opposite color to the white and black side respective bishop! And since you can't capture your own pieces; That basically means, your bishops can't break through either making the position dead. Also, a dead position isn't necessarily defined as all pieces literally not being able to move, if it was just even just the king that would already end the game in a stalemate or checkmate. A dead position more so focuses on that although you can move your pieces, you can't make any useful progress on the game towards the main goal (Checkmate, Stalemate, etc.)
What if you still have both rooks and your queen on the board when promoting? Not that it’s likely to happen, but there should be a rule for every theoretical event 😅
You missed a rule called il verticono. If 2 of your bishops are in between 2 opponent pawns, you can swap their positions and remove both pawns at the same time.
