Educational systems in Canada and USA are similar. F-1 visa students are not allowed to work off-campus unless it is course related such as CPT (curricular practical training) and OPT (optional practical training). After graduation, you can buy some time with OPT and H-1B visa (max 6 yrs) provided you have an employer sponsor. During this period, apply for Labor Cert with Labor Dept, proving that you are not stealing jobs from locals. Your position (with salary) will be advertised in local newspapers and trade magazines for a few days. Your company and lawyer will need to explain why you are the better candidate and not those who applied. Once Labor Cert is approved, then you have to wait for an available green card. The queue is based on your country of birth, not citizenship. If you were Indian born, the wait can be a lifetime.
Say you study 2-yr Master degree in CS from a public university in Ontario. You can work 20 hrs a week on- or off-campus while studying; and fulltime during scheduled breaks. After graduation, apply for 3-yr post-graduate work permit (PGWP). During PGWP period, find a software developer or programmer job. After working 1560 days, file Express Entry. Software developer is a prioritized occupation. You qualify for STEM category Express Entry draws with lower CRS cutoffs for ITA (invitation to apply). Alternatively, after graduation, apply for PNP (Provincial Nominee Program). Ontario has OINP Masters Graduate Stream; no job offer required to apply. Once getting PNP, you receive 600 base CRS points, making PR almost a certainty.
