Kaede did attempt to kill the wrong person, but she didn't actually kill anyone at all. Tsumugi simply killed Rantaro after Kaede failed to kill him. So technically she's not a murderer but she attempted it.

maki isn’t a serial killer, she’s an assassin for an organization. She’s more of a hitman and more similar to peko than genocider syo in terms of what she does.

If you want to put it like “person who killed a large number of people”, then the serial killers in dr are genocider, all of the people in dr2 except chiaki, maki and korekiyo. But if, by that, you mean a person who doesn’t do it for a job (just like maki or peko) and is just someone who kills people following a pattern, then they are genocider and kiyo.
