That heat exchanger manifold is causing it to lose what little Horsepower it has. Cut it apart, weld up the holes at the carb mount and put a separate exhaust pipe going out so it gets colder denser air and more, or at least all, of it's Horsepower to use!
For a while I was based in Brussels, and a friend of my spouse had a 2CV. He let me drive it across town one day, and I kept stalling it! That engine has so little power that you have to rev it out in order to let out the clutch. I had no trouble finding the gears with the umbrella handle, but it was the clutch that was annoying.
There was never a 604cc engine. Actually it is a 602cc with 24 Hp. This green Fourgonnette is lovely. We have a 2CV slang. The manifold is called ''The spider''. This old style manifold is often cracked. Centrifugal clutch is a unique option - does not exist on any car today.
As a 25 year owner of a 2CV, my opinion is that the 425cc cars are not really useable in modern traffic. I would have opted for the other van, with the 602cc motor (the big block!). You could still equip it with the trafficator centrifugal clutch.
I don't want to criticise, but there is a better way to upgrade this lovely furgonette. You can put a BMW bike engine 1150 cc. Air cooled engine as original 602cc. The power goes up to 90-110 hp and you can keep same gear box. Only you need to upgrade the brakes. The result is spectacular performance.
Even James Bond drove a 2CV! It’s beautiful!

If you watched the video, they say they can't change the engine for "paperwork reasons"
