    UPDATE:
    The steps required is actually about 4. You dont need to uninstall drivers or disable camera then re-enable.
    Installation process V3 (DRAFT):
    1. Change Device Manager's "view", make it show Driver by Device
    2. Turn on Show Hidden Devices inside "view"
    1. Click inside the Device Manager UI. (Otherwise "Action" will show no additional option)
    2. Add the driver, One that begins with usbi2c...Amd64_acef9e.. ( You just have to select the folder in the file path )
    3. After driver is installed. It will automatically refresh the camera.
    4. Open Camera app to double check.
    Driver specific versions:
    1.0.2.368 & 1.0.2. 221
    I think Amd64_acef9e folder corresponds to 1.0.2.368.
    While installing the Amd64_323635 simply reinstall 1.0.2. 221
    Here's a weird discovery though. I had another unit that has functioning webcam with 1.0.2. 221 drivers.
    So this issue goes deeper than just replacing drivers. We're probably just kick starting a process that's being suppressed or something.
    I simply cant figure out any more detail than what's stated here.

    The USBl2c version has to be above 1.0.2xx I believe.
    The driver that worked for me was at 1.0.3xx.
    I dont even know where you can find the driver online for it.
    I got lucky and had a working device out of 10's deployed that didnt. So I just copied its driver over...
