Angels and gods do not interfere with mortal conflicts even if they are at a universal scale. They will interfere once the universe is at the brink of extinction and or Moro is a universal threat in more than one universe.
As an author myself, having some overpower character like Beerus, Whis or zeno, it's kind of a burden and it can be hard to keep those character somewhere else to let the MC (or his crew) shine. We all know that using Beerus to stop Moro can be done in less than 1 page but it will just break the flow and the entertainment of the story
You don't need to have Beerus stop Moro. The fact that Beerus is strong doesn't mean he should intervene every time some strong bad guy appears. That applies even more to Whis. The bad thing is that they don't give any plausible explanation as to why Beerus doesn't intervene. He could very well say "It's not my business" or "i don't care" or at the very least he could very well just approach Moro and fight him just to get a taste of his power like he did when he was looking for the Legendary Super Saiyan and just depart afterwards without killing him.

in my opinion, beerus has been getting to involved in universal affairs recently, as a God of Destruction I dont expect him to care. He didn't care when freeza almost dominated the entire universe. So from an authors perspective, if you just keep having beerus solve the problem everytime a bad guy shows up, its not going to make the fights thrilling anymore because you know beerus will take car of it. So I like how Toriyama decided to let Beerus sit this one out and let Goku handle it. Because as the end of the day, Beerus is a God of Destruction and this is a good reminder of that. I doubt this arc will end with Beerus saving earth, Broly fighting moro is a good idea though i never thought of that, thats surely something i cant wait for. However I have no doubt he will just drain brolys energy, but broly doesnt play around like goku and vegetta, he may unnitentionally not give him a chance to drain his energy like that.

It’s two fold. I think it’s just that beerus is kinda just letting Goku and vegeta get stronger by fighting stronger opposition. Also Beerus is way stronger than people think.
Beerus is a destroyer but he still has a responsibility to maintain the mortal level of his universe; which is why Universe 7 is second to last in that aspect. He is meant to destroy to maintain balance and sometimes maintaining that balance requires him to use his power to protect.

Beerus has more likely ran into Moro before so it doesn’t concern him. As he can “Hakai” his ass no problem. If anything Moro might be the contender that gave Beerus a good fight in the past as mentioned in the battle of the gods arc. Beerus is constantly bored because there’s no one to match him other then Whiz in universe 7. As long as Moro doesn’t touch the Supreme Kai then he has no worries. I’m sure if the Supreme Kai’s life is threaten, so is Beerus life as they are linked.

Whilst I like Beerus and Whis, Since their introductions and them being "anti-heroes" it really takes any stakes out of it. WE all know that if Beerus wants he can beat Moro, and even if he can, Whis can. And even if Whis fails, The fucking manchild that is Goku will call his buddy Xeno and erase Moro. Toryama wrote himself into a hole. I still love DB and will continue to read/watch it, but by God it's getting silly at this point that anyone tries to explain anything in the show logically. in my opinion, beerus has been getting to involved in universal affairs recently, as a God of Destruction I dont expect him to care. He didn't care when freeza almost dominated the entire universe. So from an authors perspective, if you just keep having beerus solve the problem everytime a bad guy shows up, its not going to make the fights thrilling anymore because you know beerus will take car of it. So I like how Toriyama decided to let Beerus sit this one out and let Goku handle it. Because as the end of the day, Beerus is a God of Destruction and this is a good reminder of that. I doubt this arc will end with Beerus saving earth, Broly fighting moro is a good idea though i never thought of that, thats surely something i cant wait for. However I have no doubt he will just drain brolys energy, but broly doesnt play around like goku and vegetta, he may unnitentionally not give him a chance to drain his energy like that.

But it IS his job to maintain a balance. He's not meant to just destroy or allow for destruction all willy-nilly. And we've seen Beerus intervene before by destroying Zamasu in an alternate timeline to prevent Zamasu's unhinged rampage. Weird though that while we've seen the chubby Great Lord of Lords get involved, we haven't seen anything from Shin and the Elder Supreme Kai. Those guys aren't pulling their weight here either. The Gods are meant to maintain a balance together
