Not sure what the cammer is trying to do here? In slow moving and stationary traffic, you're allowed to use all available roadspace. The highway code recommends it to prevent tailbacks.
Look at all of that wasted road space, 2 short queues is better than 1 long queue, it gets more vehicles through, merging in turn is recommended in the Highway Code at very low speeds like in this example but it’s not recommended at high speeds, merging in turn is great because it gets more vehicle through and obviously with 2 shorter queues instead of 1 long queue it minimises disruption further back down the road.

Don't goven the roads that's how accidents happen and road rage begins if someone is cutting in use your brain and use the extra 200 yards of road
The sign bloody says there are still 300 yards until closure. Do yourself a bloody favour and use all available lanes. Then you'd have 2 queues which are equal in length and won't have anyone overtaking you would you?
