I found Return to Sender being gamebreaking op. Combined with the 'blood to salts' gear, which grants a chance for salt per kill, you are pretty much invincible all the time. Even Handymen's melee attacks get absorbed (which doesn't make alot of sense to me). On my second 1999 playthrough I had to force myself not to use Return to sender ever, since it simply is too powerful.
That reminds me of Insect swarm in bioshock 2 lmao When you combine all Eve saving gene tonics including the drill specialist, you can just spam insect swarm and sit on a corner. It has more CC than electro shock and more DPS than incinerate. It made the game even easier. I found big sisters quite resistant to the DPS and CC of insect swarm though.

I agree with everything except for charge. To get around, you can use the skyhook and to get protection, you can use return to sender. Apart from that, charge often puts you in dangerous situations.
Skyhooks are not as widespread, and there was some gear or upgrades that would grant you some invulnerability when using it, also it recharges your shield. And it gets you instantly to destination, unlike skyhook. Charge is the best, too bad it only gets introduced closer to the end of the game.
I think Murder of Crows is atleast A tier if not B+. its useful in the sense that if you have the upgraded version of crows it traps dead enemies. so you can keep Crows active and keep enemies stun locked! it also works on Handymen giving you free shots at their heart. the most important and overlooked aspect of Crows though is the fact that its Goth af!! EASY A Tier
Completed the game on normal for the first time yesterday. I loved crows, super cool, no need to aim precisely and super deadly. Charge, undertow, and return came too late in the game for me to try them out for long enough and get interested in them. Not sure if I ever managed to really return anything to sender: when I released RMB it only ever resulted in a useless trap. Too many secondary abilities for many vigors make the whole thing unnecessarily complicated
I loved Charge the most, especially with that invulnerability / shield upgrade. I ended up doing a combo where I charge into a group of enemies and proceed to use rockets or the volley gun to essentially turn myself into a charging explosive.
I never really used shock Jockey, I guess I never used it properly and the fact it couldn’t shock the handyman kinda left me disappointed which is why I think crows are more useful bc it does distract enemies including the handyman then again handyman are limited so it’s not too big of issue. I’ll definitely use Shock Jockey more in my next 1999 playthrough
Bucking Bronco is my goto vigor for enemies unless they are patriots or handymen. Bronco makes dealing with Lady Comstock easy and when being attacked by crows/firemen or multiple enemies at once.
I always used handcannon and bolt action with undertow and shock jockey. Vigors for fodder and cannon/snipe for tanky enemies. Carge put me in close range which is not where I wanted to be. Sender never interested me and I used cover to much to make any use out of it. Bronco made headshots difficult. Devil's kiss is single target dps which I had an abundance of. Crows is meh. Possession came out for vending machines. So shock jockey fit the play style and undertow made it way better. Plus nothings better than pulling 3 enemies into shock traps you placed before the fight started.
Possession is great for cluster of enemies charged your only allowed 1 so if you hit a good few they all just instantly kill them self or just go target after target with it using it as a instant kill I found it useful for 1999 mode guns are weaker but it still acts as a instant kill which is good for the armoured up rpg enemies
You know Booker was powerful when he drink all vigor power and also combo at them when use vigor may helpful. That was totally awesome. I really like you have some drink with me🍻?

Undertow is my favorite at the end. Pushing whole barges of enemies off the ships to their deaths never got old.

@@shibainu2528 Works like a charm on bosses and stuff, with the pants that make enemy take 2x damage for 5 seconds.

Charge with all the proper gear and upgrades is so op, the lady comstock ghost is dead in like 5 seconds. And its by far the most fun to use.
