in part, Thrawn's skills were needed against Grand Admiral Zaarin's coup attempt as well as to help design what would later be known as the Cygnus Spaceworks XM-1 Missile Boat, specifically designed to counter the TIE Defender squads under Zaarin's command just imagine how broken the empire would have been with TIE Avengers, Missile Boats and Assault Gunboats ... such a variety of craft to use makes any faction formidable!
We so desperately badly need a new Empire At War. Even if it's in the Disney canon, or a sub-canon, since the Empire of War games were never TRULY canon, as the events of Forces of Corruption in particular just end after the game. Everything about the Zann Consortium 100% ends with the game. I honestly hope if DIsney and LucasFilm comes to its senses - or someone buys them out and gets rid of all the garbage activism in there - that the Zann Consortium, or very similar, is added to the main canon, but designed so that it's largely kept behind the scenes, as it were. I mean, a criminal empire like the Consortium would have to keep itself hidden and limit it's expansion considerably until nearing the Battle of Endor, when the Empire was - during the Emperor's reign - at it's weakest. A new series could easily cover how it all came to rise, how Thrawn and others tangled with this new 'criminal' empire, but the main core of said 'empire' was still hidden, though rumours and whispers would of course float about. And only after the battle of Endor would they've started to become more known. They'd certainly fit into appearing during the time of the Ahsoka series - mediocre as it is. I so badly wish to see the Aggressor Class added into the main canon, it's such an awesome ship.
I can easily see the Zann Consortium being slotted into new canon (I mean, in a story sense, as they technically exist in canon through references in source books and stuff). I mean, they could probably fit them in better than the old continuity because there was a lot of contradictory stuff in FoC like the Eclipse being at Kuat and the Rebels forgetting about it, the Rebels/New Republic including Han attacking Kuat right after Endor, Tyber somehow being a classmate of Thrawn’s at the Imperial academy on Anaxes which just didn’t happen, Silri finding an ancient Sith army that is never addressed again, the Rebels knowing about Wayland already, Ackbar being recruited the way he was, etc.
So this is how Thrawn sounded canonically in the EU Legends continuity.

Millenium Falcon novel that is set in 40 years after FoC tell us that Zann Consortium fell apart.
