i have recovered a few flat panels from the recycle bins. *always vacuum away the cob webs*. (i use a soft paint brush to scrub). in many cases, i have experienced success with a rather simple approach. regardless of the quality of the alloys, metal will oxidize/corrode over time. so always ... find every plug in the unit, and unplug-replug at least four times. Ten times per plug is better. (with reasonable care of course) ... the last one i did was a Toshiba 32" TV. it would power on for about 3 seconds then quit. about 1 hour to disassemble, do the plug thing, and test. sold for $100 dollars two days later. ;-}
Checkout whether its the capacitors. When they go they usually cause the TV to power cycle over and over until it turns on. Put in 25V caps instead of the 12V ones they install. The blinking LED is likely due to the TV picking up IR noise from something else.
The red blinking light is a code count the number of flashing and pause between one pause two fast flashing your going to have to Google the name and schematics .

My old plasma had this same startup problem, fixed a $3200 tv for $5 in caps with shipping
now wait till you see some monochrome industrial LCD panel with a 5cm CCFL... Or a Phone, with a flat sandwich-like CCFL bulb behind

Well i see the problem, its not a panasonic plasma tv.
only really an oled tv will better this
