It's a normal fashion in that era, every man sits, eats, talks, and do many other activities wearing what we refer as "uniform". So it's not really about political sense which a person above me said (which is a good point), but it's just normal civilian fashion that Hitler likes to wear.

fun fact: Mussolini once invited Hitler to his residence.
