The problem with the Harbor Freight mobile base is that the corner screw down foot is too low. It is catching on the floor. You must move it up higher. If it is maxed out then remove the nut that is on the floor side and let the rubber foot go all the way up against the wood. Delta sells this same model and I have a few of them in my shop. They are not the best but they are cheap and serviceable.

Thanks for your comment. I will check when I am in the shop this week, but what appeared to be the problem seemed to be both the quality of the caster, specifically the swivel mechanism, and the flimsiness in the base itself. But I will check since I still have the drum sander in my garage. Thanks for watching.
Also, I have had an opportunity to use the Bora Portamate base for most of a month now, and...WOW what a difference. It moves the 850 pound sander that is on it with ease. I am thinking of getting one for my second shaper at some point.

@@MadebyWolfe also if you put in a 3/4" piece of plywood inside the frame of the HF base and then the tool on top of that, the flexing of the frame would be gone and it will move much easier.

I've bought several of the Delta bases. But the quality has declined significantly in recent years. Now that I see it's a rebadged HF unit, I understand.

I am disappointed in the casters that came with my three new BORA mobile bases... they do not swivel as well as they should.

Sorry you did not have luck with your casters. Mine are still doing good.
