What I was taught to do was access each scenario separately to see the organization requirements in each case, eg scenario 1 means we need 2 trucks, scenario 2 we need 4 trucks, scenario 3... This then gives us a range of what our truck requirements are likely to be so we can try to determine what strategy we should use for trucks eg maybe buy 2 and use contractors.

However, from your video, I think it's not to create a new strategy, but more of assessing existing strategies based on scenarios. Unless I have existing strategies, I can't use wind tunneling method. So is there any way wind tunneling method can be used to create a new strategy?
