There is an additional alignment mark on the balance shaft you did not mention other than the one on the sprocket. Off to the left in your video is another smaller shaft with a line on it that needs to align with the line mark on the housing. When both marks are in-line then the balance shaft is balanced. This information is specified in the Hyundai repair manual.
