I feel a lot of that was because of how Snipes portrayed Phoenix as "evil with standards". He was nuts by normal metrics, sure, but he wasn't an unhinged maniac. If you weren't a direct threat, he generally left people alone unless he was trying to make a point. That's not to say he wouldn't just kill you, but he tended to not be indiscriminate. He also HATED Cacteau (can't spell his name) for how he was a lying hypocritical manipulator. Phoenix was open about who he was, which is why it's shown (at least in my opinion) that he doesn't have anything against John Spartan personally other than they're two opposite forces working against one another.
I like how one officer seeing the situation unfold tried to adapt and learn the perp's fighting style. I mean imagine from his perspective, this was something he has never done and never been trained for, they don't even face this in their civilian life. Also when he thought the perp surrenders he immediately stopped fighting, that was cool.

Actually Sylvester Stallone explained at a convention how the three seashells worked.
