I mean, I would really hope that radiant would hit harder than wake. Wake is a generator. Yes, it's got a cd and has to hit semi hard because of that, but radiant is actually a spender. It would feel a bit asinine if they made them do the same damage.
I tested those before the change: the wake of ashes and radiant decree builds did about the same damage, you could use radiant decree more often, but it meant less JV usage, in the end the damage was about the same with both builds. Haven't tested after the radiant decree change but as that damage just went up, It's safe to say that a radiant decree build now does more damage. I doubt the extra proc chance will do much for you, it's nice when it happens but it didn't happen often and I doubt the current changes will make a big difference there unless that proc chance just is much higher rn? Anyways I tried it in long fights and only got 1-2 procs or so in the entire fight back then. (Will test it again soon and update this comment to let you all know if it is worth going for). The biggest problem with using radiant decree over wake of ashes is survivability. You are giving up free heals for more damage (you still use JV but you use it less than with wake of ashes) and I'm not sure if that is something you want to give up in pvp, especially rated pvp as ret paladin doesn't have any good defensives other than self healing but wog also costs 3 holy power. EDIT: My advice on radiant decree: use it in pve or in bgs (maybe rated bgs?) as those are situations where you aren't targeted and bursted down 24/7. I have always said that ret paladins belong in bgs because of their vengeance aura etc giving them more potential in fights with more people. Try out how arena feels with radiant decree but I think it will be a bigger struggle to stay alive. Then again the 40% stamina buff might help there?
You can always use JV instead and hold RD until you don’t need the healing. It may also be that certain matchups we aren’t the kill target (dreams), and we can afford the RD sometimes.
insane in pvp it would be if they removed gcd from divine shield and divine steed. Because ret has problems with survivability in the arenas all the time.

Justiciar's Vengeance is currently stronger than TV + it heals and does even more damage on stunned targets.
