I think it may be that campaigning regulations allow studios to send music branch members CDs of Original Song submissions so that they don't have to watch the actual films while voting on nominations may have hurt its chances because they missed why the song is so important in context (let's face it, Academy members were less likely to watch Rugrats in Paris as a whole than Wonder Boys, Crouching Tiger, Hidden Dragon, or even The Emperor's New Groove). Also I can't really begrudge the win for "Things Have Changed". And, on the "Rugrats in Paris" topic, "When You Love" from the same film, while not the better song than "I Want a Mom", does more fit the Oscar-bait-soundtrack-ballad category and excels at that, being a little more upbeat than most in that genre, boasting gorgeous vocals from Sinéad O'Connor, and actually finding a meaningful context bookending the film unlike most such songs that just get shoved to the end credits. Oh, and what really makes the what-ifs for Rugrats in Paris interesting is that Cyndi Lauper now only needs an Oscar to complete her EGOT.
