      0^0 is defined to be" 1 "and it is not undefined.Actually, it is the modern convention that allows 0^0 to be defined as one. Bcoz if this convention is not followed then binomial theorem, geometric series, polynomials and many more theories in mathematics cannot work for some specific cases . FOR EG :The infinite sum of geometric series is : 1/(1- x) = x^0 + x^1 + x^2 + ..... ........(for |x| < 1) Plugging x = 0, we get,
      1 = 0^0 + 0^1 + 0^2+.......
      Thus, 0^0 = 1... This is just one reason for many. In most areas of mathematics such as set theory ,algebra, etc Mathematicans define it to be 1"

      If you state that 0^0 = 0^(1-1) = 0/0 and further state that 0^0 is undefined then it is totally fallacious. Bcoz it will cause contradictions.
      For eg : We all know that 0 is perfectly well defined.
      0 = 0^1 = 0^(n+1-n) = 0^(n+1)/0^n = 0/0
      which implies zero is not defined which is totally nonsense. So, this also contradicts your thinking about the law of indices.
