I would assume that harsh noise wall is a subset of 'harsh noise', where the former is more of a continuous blast of noise, while the latter is just noisy in general and doesn't have to be a continuous blast.
This doesn't sound like HNW at all to me. I hear it described as that all the time, but this is definitely not an unshifting static wall of noise. I am hearing near constant manipulation and shifting happening.
