Because Blizzard is very focus on balance. If they add Jeff in you have issues of him being too powerful against the other characters, people insta locking him, other people upset they couldn't play as Jeff, people being so salty they didn't lock Jeff that they drop out. It just isn't a feasible plan.

Because the game isn't able to tell if you disconnected out of rage or from an internet issue. Even then, people could get upset and purposefully turn off their internet to make it seem like an accident.
No, it was the server. My internet was fine. I couldn't actually log into the Blizzard app/servers for several hours afterwards.
